Odessa's students attend Ector County ISD, the western half of the Permian Basin's twin-city core. Like everywhere in the oil patch, the challenge isn't willingness — it's that specialized educators are scarce and turnover follows the commodity cycle.
For 2026–27, awarded homeschool/other students have a $2,000 maximum. Students attending a participating private school may receive $10,474, or up to $30,000 with a qualifying IEP.
